One red light
Previously one red light had the meaning of "Stop for train movements" (shunting movements were allowed). To actually stop shunting two horizontal red lights were neccessary. Since 1959 one red light is enough to stop all movements.

Two horizontal red lights
Previously one red light had the meaning of "Stop for train movements" (shunting movements were allowed). To actually stop shunting two horizontal red lights were neccessary. This is the reason why this signal has two red lights. Since 1959 one red light is enough to stop all movements, but old signals still have two lights to avoid rewiring.
